Open Question: question about circumcision?

i am uncircumcised. i am 14 years old. when i get an erection i cannot put the foreskin down. i am just wondering why the foreskin is always on my penis. isn’t the foreskin supposed to go down? well mine doesn’t and i think there might be something wrong with me. what can i do?
it sorta looks like it is attached to the penis though
